I'm already thinking about the possibility of dropping, standard Initiative rules.
What I'm thinking is to break up Movement and Actions into two seperate phases. You are free to choose an Action or a Movement as you see fit, but remember that everyone, both enemy and ally, will also be doing so at the same time. Initiative will be used to decide matters of priority as far as movement is concerned, and for things like attacks of opportunity.
example: Myst chooses to use a Standard Action to fire her bow at a goblin. On her next turn, having used her Action already, she uses her Movement to just take a 5-foot step to better line up her next planned shot. The next turn would begin a new paired phase, allowing her to choose either a Movement or Action.
Alternatively:
We could break it up into two phases again, but maintain order to each phase. i.e. Movement phase followed by Action phase, all still simultaneous.
